The Early Learning Quality Network (ELQN) is a community-centered initiative committed to raising the standard of early learning and child care quality across Harris County. Together with families, child care providers, and local organizations, we’re working to ensure every child has access to high-quality early education tailored to meet the unique strengths and needs of each community.

The purpose of the Board is to provide feedback and recommendations to DEEO (Department of Economic Equity and Opportunity) and other appropriate County departments on County programs and policies that recognize and support Essential Workers. The Board may also serve in an advisory capacity to the Commissioners Court on such programs, and policies.
